Expertise in the area green/environmental taxation and fiscal reform

In the areas green taxation and environmental fiscal reform, Æquilibrium Consulting has significant international experience in the following areas:

  • Designing new green/environmental taxes, charges, levies and other economic instruments for environmental and climate policy;
  • Drafting legislation for new green/environmental taxes, charges, levies and other economic instruments for environmental and climate policy;
  • Provision of training on Environmental Fiscal Reform (EFR), e.g., targeted at representatives of Ministries of Finance and Environment;
  • Preparation of comparative studies on the use of green/environmental taxes in selected countries;
  • Application of best international practice in environmental taxation and EFR in a national context.

       

In the past years, Æquilibrium Consulting’s Principal implemented a number of projects related to above areas as follows:

  • Designing new (in some cases: reforming existing) environmental taxes, charges and levies in several countries, including: Croatia (eco-taxes on packaging waste, CO2, SO2, motor vehicles), Uzbekistan (eco-taxes on industrial air and water pollution), Kyrgyzstan (eco-taxes on industrial air and water pollution, eco-taxes on packaging materials and electronic waste), Morocco (product taxes), the Maldives (biodiversity related user charges, access fees to biosphere reserve, voluntary contributions for biodiversity services), Namibia (CO2, packaging materials), Indonesia (voluntary agreements) and PR China (mining taxes and natural resource use taxes). In several cases this work also included the drafting of new legislation regulating the new tax/charge.
  • Delivery of EFR training workshops in Burkina Faso (for participants from Burkina Faso, Mali and Mauretania), DR Congo (for participants from all over Africa), Ghana, Morocco, Thailand (for participants from PR China, India, Indonesia, Nepal, Peru, Thailand), and the USA (participants from numerous developing countries from all over the world).
  • "International resource expert" for two eco-finance workshops organized by the Asian Productivity Organization (APO) in Kuala Lumpur and Taipei.
  • Elaboration of a “Study on Environmental Fiscal Reform (EFR) Options in Namibia”.
  • Elaboration of a study on the use of economic and financial instruments to promote environmental policy and management in Tanzania, including an action plan for the Tanzanian Government to achieve further progress in this area.
  • Provision of advice and support to the Moroccan Inter-Ministerial Working Group on Environmental Fiscal Reform by facilitating the elaboration and implementation of selected EFR solutions and instruments.
  • Elaboration of a “Ghana Environmental Fiscal Reform Road Map” and later the “Ghana Environmental Fiscal Reform Policy”.
  • Elaboration of a “Sourcebook on the Use of Economic Instruments in Environmental Policy in Central and Eastern Europe”, a “Survey on the Use of Economic Instruments in Environmental Policy in Mediterranean countries”, a “Survey the on the Use of Economic Instruments in Environmental Policy in Eastern Europe, Caucasus and Central Asia”, and a “Sourcebook on Environmental Funds in Eastern Europe”.
  • Elaboration of a report on experience with Green Public Procurement in Eastern European and Central Asian countries. This report was published as part of a larger EEA/UNEP report on Sustainable Consumption and Production and presented at the "Environment for Europe" Conference of European Environmental Ministers in 2007.
