Expertise in the area of national climate/environmental financing mechanisms

In the past 20+ years, Æquilibrium Consulting’s Principal worked with/for over 60 national public environmental/climate financing mechanisms (predominantly national and subnational Environment or Climate Funds) in approximately 50 countries, including Albania, Bangladesh, Belarus, Belize, Bhutan, Bosnia and Herzegovina, Brazil, British Virgin Islands, Bulgaria, Cameroon, PR China, Croatia, the Czech Republic, Ecuador, Egypt, Estonia, Ethiopia, Fiji, Ghana, Greece, Grenada, Hungary, Indonesia, Kazakhstan, Kenya, Kyrgyz Republic, Latvia, Lithuania, FYR Macedonia, Madagascar, Maldives, Mauretania, Mexico, Moldova, Mongolia, Morocco, Namibia, Paraguay, Peru, Poland, Romania, the Russian Federation, the Slovak Republic, Slovenia, South Africa, Tanzania, Uganda, Ukraine, Uzbekistan, Vietnam and Zambia.

Most of these financing mechanisms support climate change projects financially, in some cases as their main spending priority, in some cases as one spending priority next to one or several other priority spending areas. Several of these Funds are now preparing for GCF DAE accreditation, often as intermediaries for grant and/or loan finance.

Our experience in working with such environmental/climate finance mechanisms is broad and includes the following areas:

  • development/revision of Fund legislation;
  • development/revision of Fund governance and management arrangements;
  • development/revision of Fund short- and long-term spending strategies;
  • development/revision of Fund project cycle management procedures (i.e., procedures to identify, procure, appraise, select, contract, monitor, verify and evaluate projects);
  • development/revision of Fund informational and promotional policies (e.g., Annual Reports, dedicated Fund websites, targeted domestic and international promotion, etc.);
  • development/revision of fiduciary standards and procedures, in line with international best practice and GCF accreditation requirements;
  • development/upgrade of environmental & social safeguard policies, as well as gender policies.

Our work experience extends to all fiduciary standards and ESS required by the GCF for DAEs and is particularly strong with regard to all aspects of project cycle management, governance systems, financial management, transparency and co-financing/intermediation. Our work was always based on relevant good international practice, including good international practice in public environmental/climate expenditure management (e.g. as defined by the OECD, various UN organizations, the European Union and IFC), as well as public finance (e.g. as defined by the IMF).

           

Apart from working extensively with public and public-private environmental/climate finance institutions at national and subnational levels in developing countries, Æquilibrium Consulting also worked with fully or predominantly donor-capitalized financial mechanisms at national, regional and international levels, as well as private sector financing mechanisms.
